I've started on some translations of the workshop manual and I thought it might be of some value to others as well.
Here's the phase 1 ECU diagnostics section with reference value's. As usual I don't take any responsibility for any mistakes...
Somehow when I did some diagnosis on my phase 1 I measured some signals that did not tally up but do correspond to the Phase 2 ECU. (TPS sensor voltages for example)

Good work, thanks!

How do you get to check the values while the connector is still plugged into the ECU?

I can remember it being quite a pain to get to down in the passenger's footwell (let alone replace it!).

Yeah it;'s quite a pain to reach it. Taking the glove compartment out does help a bit though. Alternatively you could make an extension harness but I never found the need for that.

Good work, Toyoloog - a workshop manual translation will be valued by every Sera owner now and in the future.
